The walls may need a second coat. Latex wall paint can usually be recoated in several hours in good drying conditions, however semi gloss latexes tend to need more dry time than the flat latexes.

When the walls are dry, the baseboards can be painted. Start in one corner of the room and work your way around. A 2" angular sash may be a good brush for this. It is easy to get dirt in you paint when painting  next to the floor. To work around this problem paint from a container with a small amount of paint in it. Strain  the leftover paint back into the original can .

Install doorknobs wall plates and carpet
